"harder" to roll eldrich "gain rage on hit" affix on glove in 3.18?

I have spend about 300 lesser ember on a glove and got 0 gain rage on it affix, neither general gain, unique or pinnacle affix showed up. This is much lesser than I expereienced last league..

Has the weight been nerfed?

btw for this gain rage on hit effect, dose my totem attack hit count as I gain rage?
