FPS inexplicably locked in DX12 but unlocks on any other API

Just like the title says, if I switch the game to the DirectX 12 renderer my fps will be capped at 144 (my monitor's refresh rate). I can have the FPS cap setting and Vsync both turned off, but the FPS remains locked even if I toggle those settings on and off. I have also tried closing and opening the game after switching to DX12, as well as a full computer restart. POE Remains at 144 capped fps until I switch to any other API.

However, if I switch back to Vulkan OR DX11 my FPS is unlocked again and back up to 400ish in the title screen, as expected. Vysnc and the foreground FPS cap option also work here as expected, if I choose to use them. Very strange behavior.

Thank god I thought I was the only one. Are you using an AMD graphics card? What driver version?

I have Nvidia card(3070). Tbh I have better performance in dx11 compare to vulkan and I just wanted to check dx12 since I was already using dx11 and Its capped.

You won't get a response unless you put "MTX issue" in your post, otherwise, they don't care about your problems.
