Vaal Vessel Contains (No) Mortal Fragments

In a tier 1 Underground Sea's Vaal Side area with the "For the Love of the Queen" notable allocated. I don't have the "Wandering Path" keystone allocated. It was full of magic monsters like normal but the Vaal Vessel at the end didn't drop a Mortal Fragment.
Not sure why the screenshot came out so tiny but there's only a couple of Vaal Gems and some random white items with that Sacrifice Fragment.
