Atlas Legion Modifier "War Supplies" not working correctly with Legion Scarabs

Atlas Legion modifier "War Supplies" does not seem to be working correctly with Legion Scarabs. "War Supplies" is supposed to add a war hoard to each Legion encounter in the map but when Legion is added through Scarabs, "War Supplies" does not work and there are no war hoards.

Which scarabs were you using?
Polished and above already include war hoards and I don't think they stack (don't think you can get 2 per faction in an encounter) From what I've seen they seem to work; What kind of maps are you running? Maybe they're too narrow to spawn the hoards? Or are you in a Kirac mission? Mechanic Misconception:
Are your minions "randomly dying"? Do you have the Fleshcrafter unique equipped? If you answered "Yes" to both of these, high chance is that your minions have over 50% chaos resistance, converting 100% of their HP into ES, killing them. |

I think I tried rusted scarabs and polished scarabs. I am fairly certain they stack as I followed the same strategy last league. You can get multiple war hoards in an encounter. I was running caldera, I'll try another map but interesting thing is that I was running normally with Stream of Consciousness before and I saw war hoards on caldera. So maps shouldn't be the issue. But I take off SoC and use scarabs, war hoards are nowhere to be seen.
