Expedition scarabs don't work

Put a expedition scarab in map device, but no such thing on the map - tried twice...

Do you have Stream of Consciousness allocated?

I got Stream of C. Didn't understand that scarabs counted as fragment.

I have same issue with Blight scarabs, and I do NOT have Stream of Consciousness selected. Three scarabs in a row, no event. Some hidden ilvl thing, rusted won't work in high tier(T14+) maps perhaps? Nah, probably a rare bug I'm facing. Or user issue.
