Ultimatum unique in core drop pool ?

Hia,

I just found Relic of the Pact in a random map. This is an Ultimatum unique normally with lvl 24 required, but now requires lvl 6.

Before I start using it (I've really been wanting to make a build with it) and since I suspect it's a bug that it can drop because there's only 1 on SC trade I wanted to ask here.

Is it a bug that it dropped ?
Am I allowed to use it without banning issues ?
