I think you have vsync on and your monitor refresh rate set to 60 fyi, i am fine on dx12 runnng 175fps right now no problem

He's not crazy, I did experience something similar, even made a thread here. Vsync off, 144hz monitor. The GPU simply refused sometimes to work at 100%, drawing about half the power and limiting performance. Only happens with DX12.
