3 socket bow says already maximum number of sockets

I bought a box yesterday that I couldn't reroll socket on. It's currently 3 socket and when I try to jeweller, it says it's already at max number of sockets.

That bow's ilvl (Item Level: 15) is too low for anything more than 3s without benching it. Not a bug.
