Because you can't trade for half a currency (shards aside). The bulk exchange has always only allowed trading in whole number amounts.
But we can and we do it all the time. Have been doing it for many years. If you have 3 awakener orbs and they sell for 2.5ex, the buyer pays 7 ex and the rest in chaos (or ex shards now that they are a lot more common). This limits the usability of the bulk trade site a lot.
Almost everyone uses the bulk trade when looking for currency, even if it's only 1 but it's expensive, like all the types of exalts and orbs that change items in a big way. Because the non-bulk section is much more cumbersome to use for whispering a lot of people because they don't answer, most of the time you can't see the stock they have and because changing from showing all the listings of everyone or just one per seller requires you to redo the search and randomize the order of sellers, not knowing which ones you whispered to already.

Thanks for the feedback everyone!
I've dug deeper and found that I was wrong about the Bulk Exchange not allowing decimal values in the past; it followed the same rules as the regular listings (0.1 precision for exalts, 0.5 precision for the rest). There was an unintentional change here that broke the old behaviour of the Legacy Exchange Engine that affected legacy listings which we'll revert momentarily.
The New Exchange Engine however has been built to not support decimal values. We'll investigate the feasibility of adding this functionality into it (for exalts at least) but for now I'd recommend using the regular item search for individual purchases of items.

Thank you so much <3. I really hope you can achieve it with the new engine because it's amazing for everything else and this decimal in exalts is integral to a really big part of sales we do daily.

Thanks for digging into this further! You're awesome.

+1
Thanks to the new engine returning 100 items immediately I thought about optimizing Awakened poe trade to make only 1 search request instead of two.
With whole number limitation I will delay this change sadly.

On a related note, could you please put 0.1 precision for items priced in mirrors as well?

it would be if they traded in exalts and exalt shards.
but so far i could always negotiate better prices cause i insisted on my own exalt/chaos exchange rate.
@novynn for having fractional sale prices, the game must make sure that players can split their currency into shards at npc traders!
