Looks like Lightning Golem is doing the shocking. As a minion, it isn't affected by the player having Secrets of Suffering.
Looks like chill is being applied by the Chilled Ground created by Vortex. Several sources of chilled ground the player can create will still chill with Secrets of Suffering, with Creeping Frost being a notable exception. [Edit] There was another thread on the topic of Creeping Frost's Chilled Ground posted earlier in the league.
