Maybe stupid question, but how or where do maps drop with the implicit modifier map contains xxx citadel. (xxx - a conqueror's name , like baran ,etc..)

they can drop from high tier (14+) map bosses, and from league rewards that specifically give maps (delve map boxes, blight map chests, etc)

There is also an atlas node that grants Eldritch bosses a 20% chance to drop one - this is definitely the best way to acquire these deterministically.
