Crystallised Omniscience Question. Attribute REQ

So, on the Crystallised Omniscience
Where it says " Attribute Requuirements can be satisfied by (% 15-25) of Omniscience".

Is the best version 15% ?

15% would be the least amount required right ?

Where as 25% would require you to meet higher stats?

Can someone break it down for me.

nah opposite way around, the stat is basically how much of the total = what would be your dex/int/str

so 1000 omniscience at 15% you have the equivalent of 150 dex/int/str for attribute requirement purposes, for 25% its 250.
