My understanding is that Harvest no longer respects those modifiers since they made crafting too deterministic (from GGG's point of view).

GGG unified the metamod and fossil like in 3.12?
GGG never confirmed it is a bug or not but I would say it never affect by such metamod plausible for prefix cannot be changed btw This is the start of forum signature: I am not a GGG employee. Harvest still respects prefix / suffix cannot be changed, but it no longer respects cannot roll attack / caster mods, unlike fossils and essences which ignore both.

Things that add mods *and also remove your metamod* will not respect the metamod for the newly added ones. By the time it rolls up the new mod, your metamod is already gone.
So it seems like you used remove/add influence on an item with all influence modifiers except your crafted cannot roll attacks. It removed the cannot roll attacks, THEN decided what mod to add, and since cannot roll attacks was gone it allowed an attack mod. Украина в моём сердце
