Skill effect duration improves "Recently" buffs?

Does nodes that increase Skill effective duration increase temporary buffs like 5% Movement speed when you throw a trap? I know it affects Charge durations.

Recently is fixed at within 4 seconds. Nothing changes or extends that.
I have a pretty good sense of humor. I'm not German.
