Like I said, this isn't true and I suspect it is related to using steam as opposed to buying directly.
Verify that or dispute it. Repeating yourself isn't helpful. Also, support has a whole procedure in place to verify identities when accounts get stolen. They wouldn't bother if it never happens. Now that I look at it, I can't even log in with an email. I have to log in through steam so it's looking more like the steam account getting hacked was when the account would have been stolen. Edit: I decided to test your theory and downloaded a free VPN, then changed my IP address multiple times and was able to log in from several different IP addresses with no verification required.
