[IGNORE, derped] Bug has returned: Anomalous Chaos Golem -- +% Buff Effect -- not having any effect.

This was apparently fixed in 3.13.1.d according to @Jatin_GGG in this post:

I'm now also seeing it today testing every way I can think of between a 21/20 superior and 19/20 anomalous (still has 4% buff, doesn't need lvl 20).

I'm using an Elementalist with Liege of the Primordial, so +100%/doubled effects in the screenshots.

I took my items off to ensure armour was 0 and that it wasn't potentially some odd rounding error or other calculation interference.

For comparison, Anomalous Flame Golem bumps/reverts its damage buff in real-time as expected whether I swap the gems live or if I remove/resummon. I have tested no other golems, but reports were previously that certain golems were broken at the same time, so possibly worth looking at all of the others.

you need level 22, or enough extra quality(5%) to get to 25% increased buff effect quality bonus.

there is no bug with the POE rounding, 20% of 4 gets rounded to 0.
at level 22 the PDR becomes 5, so the alt quality would give you an additional 1%(does not stack with other golem buff effects for exponential power) then
Christ... I don't know why but I got hung up thinking the base was supposed to be 5% and then did my 1.2x from there, yet expected 4% to turn into 5% for some dumb reason. Thanks for noticing that... so much time spent instead of checking my math and assumptions. Ugh.
