Expedition will only spawn Gwennen

I can't seem to spawn any other expedition than Gwennen. Maybe I've missed something extremely obvious, but I can't for the life of me figure out what.

Yeah. both before and after encounter

For me, they always appeared in act 6 one by one after talking with them after the encounter. If you will not find a solution, try to reach act 6 with the new character and talk to them, you may have missed the quest dialogue when you first met
