Actum / Crystallized Omniscience
 It is saying "You cannot use this item. Its stats will be ignored" when using Actum with Crystallized Omniscience. I have enough omniscience to equip other items with the same requirements and the only reason I can think of is that the "You have no intelligence" mod may be messing with omniscience. "You have no Intelligence" is a modifier to attributes, so with Crystallised Omniscience it is changed to "You have no Omniscience" so you don't have the stats you need to equip Actum after all.
