Searing Exarch gloves attack speed implicit not working

I just crafted a pair of gloves with 26% attack speed (18% suffix (essence) + 8% Exarch mod), expecting it to be an upgrade over my old pair with 14% attack speed. To my disappointment my attack time didn't change even though adding 12% attack speed is a pretty significant amount to my build.

When I equipped my old gloves again and added 3 4% attack speed nodes, my attack time did change. Similarly a pair of gloves with just the 18% attack speed mod and 2 4% attack speed nodes also changes my attack time. Leading me to believe the attack speed Exarch mod on gloves doesn't work.

Edit: Also the Main Hand Attack Speed modifier/Attacks per Second in the offensive tab of the character screen show no change when swapping between the 26% and the 18% gloves.

Cmon GGG. Hotfix this already. It's terrible that such a strong mod tied to your new league mechanic does not work. Please.
