Attack speed implicit (searing exarch) on gloves doesn't seem to be working

Apologies for not uploading anything right now, but I'm not sure why this problem exists or what exactly the issue is. It is making me nervous about what other new implicit might not be working either.

I had some gloves with attack speed crafted on them, and then I made some with a 8% searching exarch implicit I also crafted attack speed on. I checked to see the difference in my APS and noticed it had actually gone down!

The old gloves has 12% crafted, the new ones had 10% crafted with 8% implicit. So, it should be 12% vs 18%., However, the aps with the 12% gloves is 2.33 and the APS with the 18% gloves is 2.3. I verified it was just showing the attack speed from the craft and not the implicit by crafting the gloves to the same percentage at which point the APS was the same, despite one of them having 8% more attack speed.

This is also reflected by the tooltip, as the gloves with 18% total attack speed still showed less DPS than when I was wearing the 12% attack speed ones. Both mods have the same wording so I guess it's possible that the game is only allowing one at a time, but it sure doesn't seem to be working like it should.
