100% reduced cooldown recovery rate
100% cooldown recovery rate causes a skill to never cooldown. (and become unusable after the first cast); Specifically I used divergent convocation with 50 quality.

No, this is working as intended.
If your recovery rate is reduced to 0 then you never recover any cooldown. 50% reduced recovery rate would double the cooldown. |
