Tabula Rasa ilvl requirement?

I know there's at least one unique with a minimum ilvl that is above the level of its base item. Does the new tabula rasa also have one or can you get it off normal hillock(just an example, not about to farm him lol)?

You can farm hillock you just mustn't enter the camp and wait till the instance resets because you can't reset it manually.
