Cant get eater or exarch on map device option

I'm lvl 94. I've followed the quest logs, killed the 10 maven fight, done lots of t14-16 fights. Atlas passives are 113/117. Killed the Seething chyme.
Is my quest log bugged? Help appreciated. Last bumped on Feb 14, 2022, 1:38:57 PM

As I remember on tier 8-10 maps Envoy with Maven should appear and will give a quest item
