Scouring Maven invitation: The Atlas makes it unusable

Filled progess of Maven invitation with 6 bosses, last boss dropped rare invitation. Scoured it to remove difficult mods for my build.
Placing it in Map device now causes activation error "Maven has not witnessed enough Map Boss encounters from The Atlas. 1/10".
It should have had 0 progress, and i don't have any Maven nodes in the Atlas Tree to influence it in any way.
Was running rare corrupted Primordial Pool T14. No voidstones, no sextants used.

I tried submitting more witnesses, but what will happen when i reach 10 and next drops? I'll be able to use one of them?

these ones are random drops, ive found about 5 of them today and i havent been witnessing anything, im at 0/10.
