Exiled Will atlas passive does not always apply

Sometimes rogue exiles spawn for me that aren't posessed even though I have the "Exiled Will" atlas passive allocated. I noticed two situations where posession failed:
1. Kirac mission "Slay the Rogue Exiles"
2. Exiles spawning from strongboxes with "Is guarded by an Rogue Exile" mod.

I would expect all Rogue Exiles to be posessed with the Exiled Will passive allocated.

Kirac missions do not benefit from your Atlas passives.

I would double check the tooltip for Exiled Will, as I believe it specifies that it only applies to wild Rogue Exiles. These would be ones that spawn during map generation, and not any that spawn from other means such as Strongboxes.

It reads "Rogue Exiles in Areas have 100% chance to be Possessed by a Tormented Spirit". The fact that the "Rogue Trader" notable does speak of "Wild Rogue Exiles ..." makes it suggest even more that this should apply to all Rogue Exiles.

it applies on map generation, rogues from strongboxes are generated after the map is generated when you open the strongbox so it will not apply.
