Kirac missions not activating

I have not been able to open certain Kirac missions, specifically breachstone/blighted maps.

Game just displays: Activation failed. Unable to open portals to area.

Same here.
When I select a Enriched Breachstone it wont activate and i get "Activation Cancelled".

Same for me. Kirac offers Tul's charged Breachstone. When tried to activate error message 'Activation cancelled' pops up and nothing happens.

This is not just kirac missions.

I get the same error on blighted maps as kirak missions on blighted maps

error: "Activation failed. Unable to open portals to area."

the map is not used, and may be removed from the map device.

I'm getting a similar issue, can't open any Kirac missions. When I click activate I don't get any error message, it just closes his menu and doesn't do anything on my map device. I spent a reroll token and it didn't fix the issue to refresh his mission options.
