Vaal alluring side areas and Atlas tree bug

Hi,

did anyone try taking "For love of the queen passive" in Atlas tree.
I took it the moment I started doing maps.
After coming across at least 30 vaal side areas I have not seen it yet.
And on the tree it says it has a 20% flat chance to spawn.
Is this a bug? Did anyone try it and actually saw it in maps
