Tamper-Proof atlas passive did not corrupt strong boxes

I have the atlas passive "Tamper-Proof" allocated but the strongboxes were not corrupted or rare

The map was the first guardian map I have ran - coincidently it was also the first time i have paid for fortune favours the brave - i also have shaping the valleys allocated.
