Consecrated Ground created by Sanctuary does not affect character inside Guild Hideout.

There is no buff icon, not is there the correct life regen value in the defense tab of the character sheet. I've also used a righteous fire an a stopwatch to test whether this is just a tooltip bug (and buff icon bug) or if it isn't actually giving me the buff. Righteous fire burns through my life slower in my own individual hideout than in my guild hideout, proving that this isn't merely a visual issue.

Interestingly the ground and particle effect (cracked earth and golden descrys) are still present however the light holy flame visual effect that appears over my character is not there in the guild hideout.

I have the same issue playing on PS5. Can easily sustain RF in my hideout but I can't sustain it in the guild hideout.
I can also see the consecrated ground effect in my hideout but it's regen effect is clearly not being applied to me.
