influenced scouting report gave none of the "at least one" types

try using it on a yellow or white kirac mission and you will not receive any guardian/influenced maps.

Scouting report affects all missions at once (white, yellow and red), no matter using it on a yellow or white kirac mission. And if you do not have red missions, you will not get influenced/guardian map
