Maligaro's Cruelty seems to be bugged. It gives no frenzy charges?

I am using Maligaro's Cruelty on my Poison Concotion build. I never seen getting one frenzy charge. I should be overlapping at least 5 projectiles easily. So Its weird it only gives power charges.

I tested this with a friend of mine and we died in PVP with 7-9 poison stacks and still got power charges. This has to be a bug.

You know what? GGG dont fix it. You can get easy frenzy charges but power charges are much harder. This is actually a buff. (Reverse Psychology)
