Mark on Hit support does not apply mark to new enemy if there's an enemy with a mark on them.

The most obvious place for this is any boss where its 2 bosses (like lunaris and solaris) if one goes immune you cannot mark the other without unsocketing the mark, dying, or killing the other marked enemy. Also if you mark a rare and dont kill it this behavior also occurs.
