Host Chieftain not generating Power charges

As of 3.17 release the Host Chieftain spectre is not generating Power charges. You can see them hitting their chest and playing the animation, but the charges are not generated to allies.
Tested with 2 Host and 2 Carnage chieftains at the same time and only getting the frenzy charges. Even with 4 host chieftains me and my other minions are not getting any power charges. Bumping this, it seems Host Chieftains are not generating power charges as intended, even the corpse seems to have the tag "empowers allies" removed

Bump, this is serious bug. Or serious stealth nerf which I hope it is not.
