Tempest Shield sometimes stops dealing damage when changing locations

At the beginning of the video, you can see that the skill does not cause damage. This sometimes happens when changing locations. You don't have time to notice it right away, and for example in a mine, on hardcore, this can be life-threatening. I recorded a longer video to prove that the skill stops working without any additional actions or after the first entry into the game. At the end of the video, that during the game, my skill stopped working! This happened when loading a new mine location, in the process of real gameplay.

Just wanted to say I am also experiencing Tempest Shield dealing no damage. Pretty frustrating when I have it linked up to be a damage dealer in my build. I've noticed it quite a bit while leveling up.
