Because it's gambling which is highly regulated, no matter how the game publishers try to spin it.
Gambling isn't nearly as highly regulated as it was 15 years ago, which is exactly why you see a slot machine "Video Gaming" section in every single Gas Station, Restaurant, and traffic depot now. The US highly de-regulated Gacha and slots, because they don't conform to all three common definitions of information averse gambling.
There's a reason why when people like you keep talking about it being illegal, that game companies keep winning their cases, and even opening new loopholes that judges approve of, the more you try to push that agenda.

it could also end ggg's weird idea of mixing up the incompatible concepts of "supporting the game to get some good looking mtx" and "gambling to win the same mtx".
"incompatible", because it punishes those who want to support the game without gambling.
With premises though. The league must be tested and run rather smoothly, and delivered as advertised. The current POE leagues do not meet that standard. I believe if every league charges people $30 to enter, at least 50% of frequent players will straight up not play the game.

For example a typical definition
Gambling: play games of chance for money
The loot boxes are not money therefore it is not legally considered gambling. Now, I quickly add that many would consider it gambling or at least about as close as one could get without crossing the legal line.
