So are cosmetics account bound or league bound? Like if I unequip cosmetics can I use the ones I had on my old scourge character on a character in another league?

They're account wide.

As long as it's not a 'consumable' you're free to re-use it in any league. :)

As Shovelcut mentions, most cosmetic effects can be reclaimed and applied to different characters freely. The only exceptions would be microtransactions that are listed under the "consumable" category such as the consumable fireworks. I hope this helps! |
