Pc freeze when path of exile starts

The settings are not optimized i cannot acces the options to fps cap the game "poe"
apperently the game also freeze in csgo which is bs beacouse that means i cant play anything. this has to be the gpu beacouse the gpu driver amd stuff crash all the time.. i did the regedit enableulps thing in regedit as well still crash everything
doesnt make sense why the pc fcrashes its a realy strong system. only thing ic an think of is that the 650w ins not enought for the rx6600xt.

setup is 16gb ddr4
i9 9900k
nvme 500gb ssd 1tb
gpu rx 6600 xt powercolor 6gb

before i bought the rx 6600xt i used the r9 270 which worked perfectly but i whanted more performance... i guess if its not broken dont change it..
but this was supposed to be and upgrade and the r9 worked fine until i installed this 6600xt i had a lot of driver problems with the 6600xt crashes and stuff did multtiple updates trying to fix it ect..

used to run 32gb ram rather then the 16gb now but found a faulty mem stick with memtest 86+

so here is the problem.. game starts in admin mode beacouse people say it wont crash in admin mode ect.. admin or not it either crashes or freezes the pc..
i could at some point acces the setting and then not anymore. windows is freshly installed
the nvme the system is runing of is just tested with samsung magician.

oh boy i realy hiot a brick wall

i used DDu guru3 to reset the gaphic card drivers becouse i tried with different graphic cards all 3 dont work in game now..

Your DXdiag indicates hardware and Radeonsoftware.exe problems.
DX Setup Parameters: Not found - indicates problems with the video driver.
Try to install the experimental driver from the official site -
Complete uninstallation of drivers using - AMD Cleanup Utility. And a clean reinstallation of the driver.
Update the BIOS of the motherboard, apparently you have Rog Strix Z390-h, a 3000+ version of the BIOS has been released.
There are problems with Microsoft.XboxGamingOverlay. It's easier to turn it off.
