"Freedom of Movement" notable passive doesn't increase evasion or speed while phasing.

Using Quartz flask or when proc during combat, phasing effect occurs and spell damage suppression chance increases from 89% to 100%. However, evasion rating does not change (either while Grace is applied or not) and there is no apparent change in character speed (more subjective, but also kinda obvious). Evasion rating steady at 7954 (75%) with Grace off, 17005 (86%) with Grace on. Passive skill confirmed to be applied. Removal of all gear replicates issue. Restart of game replicates issue. Using a quartz flask only gives you spell damage suppression. You have permanent Phasing and permanent bonus from Freedom of Movement with Quartz infusion ascendancy
