Haven't played since harvest, question about new flask enchant orbs

I've never deep dived into how flask effects work so couple questions about enkindling orb effect that may or may not sound stupid

1: does increased flask effect only apply to the implicit or does it apply to the suffix also, for example, diamond flask with 66% increased effect and 40% crit chance suffix, would it end up as 100+66+40 or would it be 140+92

2: if it does work with suffixes, does that mean it works with lions roar, for example, 9% lions roar with 66% increased effect, would that be 15%

it applies to the entire flask effect, not just the implicit.
