Life mastery 50% increase life recovery from flask used on low life. What does this means?

Does it means for example I have a life flask that gives 2k HP when used on low life, I get 3k hp recovered when using it?

Or the increase life recovery is actually the life recovery rate which takes less seconds to recover life?

If it is life recovery rate, it means it is useless. so want to confirm on this before adding it.

obviously this works the best with instant flasks

yup they are really essential, have a few of them already. Increased my HP to 5k+ and found that just giving 2k hp is not good enough so needed the extra amount boost. Thanks
