Is Ballista considered a "Weapon"?

for the purpose of "increased weapon dmg" (with mod or passive)

Ballista skills damage is based on the damage of your weapon.

yes of course (thank you), which makes me realize that I really asked the wrong question :-(

what I meant to ask was this:

the passive "fangs of frost" grants "damage with weapons penetrates 8% cold resistance" - I'm wondering if this will apply to my ballistas or not.

yes ballista uses your weapon damage

Ballistas have the attack tag. Attacks are always based off your weapon(s).
