Phasing from flask issue

I have the Mageblood belt and as of today, it seems the phasing from a quartz flask isnt working properly. I get the phasing buff and spell supression, but the visual effect from phasing isnt there. I tried the phase run gem, and it gives the visual effect, but the phasing from the flask doesnt. I built my characters look based on the phasing effect with my mtx, but it doesnt work now for some reason. Bug report number is, 3,218,402,353.

probably not a bug, permanent phasing buff provider by raider also does not give visual effects.

would not surprise me if GGG disabled the phasing visual when using mageblood + quartz flask as it ruins other MTX combos.
