Withering Presence not working in Occultist tree?

Can someone confirm or deny that this is working as intended or not.

Withered is a debuff, not curse

So does the debuff have a visual effect and why is bloom not triggering?

Or is it the 4th ascendency that applies malediction that causes the curse and the bloom?

Malediction is also debuff.
You must apply the curse on the enemy, then cursed enemies you or your Minions Kill have a chance to Explode (malediction also applies to enemies you curse) |
