is minion movementspeed capped?

is there a cap of minion movementspeed?
does it depend on the minion or is it the same for every minion?

if its capped can u overcap it so temporal chains, chill, hinder, maim, debilitate dont do anything?

well, Raise Spectre gem says movement speed is capped. Other minion skills dont say that so you can assume they dont have any

either way, chill and temporal chains do not affect movement speed, they affect action speed

whats the difference between movement speed and action speed?
i thought action speed is movement speed, attack speed and cast speed combined.
does that mean that more movement speed would help against chill and temp chains?
action speed defines how fast you perform all animations. movement, attacking, casting, placing totems etc. it is an independent stat, so while your movement/attack speed numbers are still the same, you do everything slower (in game these debuffs use the word "slow") or faster (acceleration shrine, tailwind..)

if your movement speed is high anyway u wont be as slow as someone with less movement speed, right? so it still makes sense scaling it even if ur under the effect of such a debuff, right?
