Is "Thousand Ribbon" hardcore only ?

Is this unique hardcore only ? I have not seen it at all in softcore, not even in trades.

I would love to understand why this unique is at all useful to anyone. I must be missing something.

It's pretty much meant to sync with cast speed gear and give a bunch of low level upgrades. Add this, Doedre's tenure, and some cast speed equipment, and you're in gravy for quite a while.
