well.. the Dragon's prefix is level 62, and the Excavation suffix is level 75, so you won't be able to use these items on a level 60 character.

also, as mentioned chest, belt, weapon and shield cannot roll item aquisition mods (either as magic or rare items). they used to be able to in CB but one of the patches removed this. (will be in the 0.9.x patch notes somewhere)

So essentially the Chest Armor, Weapon, Shield, Belts cannot roll item rarity.

Will rethink this and edit accordingly.

EDIT:

Chests cannot roll IIR or IIQ.

For weapons and shields set the best is Reaper's Pursuit as linked previously.

The only belt that can give item rarity is Perandus Blazon.

A few of your values are too high and a few too low (by quite a lot). Though the value you get at the end is pretty much spot on, lol.

I answered a similar question on stack exchange and just recently fixed some very obvious errors. You can compare your numbers to mine, if you think I'm wrong please edit the question or tell me so I can fix them! ^^

Edit: The title's been annoying me, "Max Item Rarity / Quality Character To Farm Low Level Uniques" :P

The required level of an item is the highest of:
* Base required level
* 80% of the highest level mod

So if you have a level 60 farming character you can use mods up to: level 60 / 0.8 = 75

So you can use level 75 mods, you just need to find nice base-level 60 equipment with item level 75 :P
