20% Increased Damage?

Hi, I noticed several rings on TFT having this modifier : 20% Increased Damage.
However on my crafting bench the maximum I have is 17%. Is it because I have yet to unlock it? Or is that crafted from some other ways? Last bumped on Nov 7, 2021, 1:34:49 AM

" Naturally unveiled items have a higher potential tier of affixes/rolls compared to what you can actually craft. IIRC some can only be unveiled and not learned. |

if you are looking at 20% damage crafted on the item, that is legacy, the mods highest value was reduced a league or two ago.
