Heist - maxing out Alert Level, doesn't proc cooldown

This is for the bug reference number. But Heist sometimes (had it happen at least 3 times this league) after opening chests the alert timer doesn't start but the rewards get closed instantly and you can't take the final reward at the end (talking about contracts).

not a bug, that is a mod on the contract that triggers lockdown immediately upon reaching full alert.
