Flask with Damping (Removes all Burning when used) suffix not always work.

Steps to reproduce:
1. Equip Righteous Fire skill gem and activate it
2. Unequip RF gem
3. Use Damping flask - burn debuf is not removed, character continues to lose life.

The only way to actually remove that debuf is to equip RF gem back and then use flask.

I was able to replicate this tonight using and Enduring Mana Flask of Damping.

The flask is available 100% of the time for me.

I was fightning Enslaver and dying to the ignites. Never had this problem with the same build prior to this even in Scourge league.

Please fix this. Lost a lot of exp testing.
