New utility flask (ailment immunity) mod tiering has been reversed

The new utility flask mods for ailment immunity have a "reduced duration" component. The effect of that component is to reduce the duration of the effect, meaning that a higher number (%) is worse (shorter duration), and a lower number is better (longer duration).

Whoever arranged the tiering (tiers 1-3) reversed the hierarchy of the tiers such that tier 3 is the best roll range (lower reduced duration value) and tier 1 is the worst roll range (highest reduced duration value).

It's inconvenient to be crafting these, since without knowing how this will be handled, I don't know whether I should be aiming for tier 3 or tier 1... tier 3 obviously if the flask will keep its current values, and tier 1 if the values will be changed later to match appropriate tiering hierarchy.

edit: It looks like the "reduced duration / increased effect" tiers have been reversed as well... maybe others, as I haven't been looking at all of them closely.

edit: I'd guess that "lucky" rolls have also been reversed, since lower rolls are better.
